A philosophical question

ACARA says" "NAPLAN is not a test of content. Instead, it tests skills in literacy and numeracy that are developed over time through the school curriculum, so excessive test preparation using previous tests is not useful."

" If you want to do well at something, it is not worthwhile practising and training for it."?????

Reality check needed!
Does it follow: "Year 12 English and Mathematics final exams are not tests of content. Instead, they test skills in literacy and numeracy that are developed over time through the school curriculum, so excessive test preparation using previous tests is not useful."
